Justin Waylon Scott, 21, is being held on $4,764 bail in the Carson City Jail.
According to the arrest report, deputies assigned to the narcotics Special Enforcement Team were assisting an Alternative Sentencing officer in the search for a woman who was a known heroin user, was recently released from jail and was supposedly using again.
Officers were in the area of Kit Sierra and Sherman streets and saw a white 1991 Lexus traveling eastbound on Sherman at a high rate of speed. A traffic stop was made on the vehicle as it turned northbound on Century Drive from Sherman. The vehicle slowed down to park but traveled about 30 yards before coming to a stop, according to the arrest report.
A deputy ran up quickly to the passenger side to make sure the driver wasn't going to run or destroy evidence. As the officer got to the passenger window, Scott was "quickly shoving" items into a black case and then shoving the case underneath the driver's seat, according to the arrest report.
Scott had his hands under the seat when the officer ordered him to put his hands on the steering wheel. Another officer had Scott exit the car where he was handcuffed. A small black case that contained a loaded syringe with a brown liquid substance, suspected to be heroin, was found as well as an empty syringe and a spoon with a brown substance "the size of a peppercorn" also thought to be heroin.
Scott admitted he recently used heroin on Tuesday and he told the officer he used half of the heroin in the loaded syringe on Wednesday, the day of the arrest. His vehicle was released to his mother, the registered owner, according to the arrest report.
The drug paraphernalia and heroin was booked into evidence and the lab tests came back positive, according to the arrest report.

Deputies: Cocaine in baby's diaper bag lands couple in jail » Marco Eagle: "Britney Daniel Andrews, 21, of the 2400 block of Ted Avenue, Lehigh Acres, was charged with possession of cocaine, tampering with evidence and possession of drug paraphernalia. She posted $4,000 in bonds and was released from Lee County Jail.
The driver of the car, Jerry Coleman, 21, of the same address, was charged with possession of cocaine. He posted $1,500 bond and was released.

Jarrid D. Potter, 21, of 129 Saltonstall St., Lot 25, was charged yesterday with third-degree criminal sale of a controlled substance, a felony, according to the Canandaigua City Police Department.
Potter is accused of selling heroin and has other drug-related charges pending, officers said.
He was arraigned in Canandaigua City Court and remanded to the Ontario County Jail in lieu of $5,000 cash bail or $10,000 bond, officers said.

Lt. Scott Ware of the Multi-Agency Narcotics Squad said three Gainesville men were arrested during an investigation that involved MANS, the Gainesville-Hall Gang Task Force, the FBI and the Gainesville Police Department.
The suspects delivered three kilograms of cocaine to a pre-arranged location at 224 Atlanta Highway Wednesday, Ware said today.
They were arrested without incident. The men intended to sell the cocaine for $87,000, Ware said. The drugs had a street value of $300,000, he said.
Natalio Avila-Zuniga, 25, Manuel Esteban Garcia-Gonzalez, 28, and Ernesto Gomez-Rosas, 21, remain in the Hall County Jail without bond, charged with trafficking in cocaine."

Drug-dealing dad busted for selling heroin with infant son in car: "Reynaldo Figueroa, 21, of 34 Belmont Ave., and Daniel Rozwadowski, 22, of 97 Terimar St., Chicopee, have both been arrested for distribution of heroin, possession of a class A substance and risk of injury to a child with wanton and reckless behavior, according to Springfield Police Department Sgt. John Delaney. The state Department of Children and Families had taken custody of Figueroa's son after detectives took the baby from the car following the arrest Wednesday, according to Delaney.
The two men were arrested as a result of a surveillance operation the city police department Narcotics Division had conducted Wednesday evening at the McDonald's restaurant parking lot, located at 360 Main St., in the city's North End neighborhood, according to Delaney.
Police allegedly watched as two people purchased five bags of heroin from Figueroa and Rozwadowski as they were sitting in a Nissan Xterra in the parking lot. The two alleged drug customers were detained, and Figueroa and Rozwadowski were arrested a short while later, according to Delaney.
Police allegedly seized 27 bags of heroin, cell phones and $167 in cash from the vehicle in which the two men and the baby had been."

Gregory Lora, 18, and Priscilla Jeffrey, 21, were charged with third-degree criminal possession of a controlled substance, a felony. Jeffrey was also charged with marijuana possession, a violation.They were booked at county police headquarters in Hawthorne on Tuesday night. Jeffrey was released on bail, while Lora was arraigned today in Buchanan Village Court and sent without bail to the Westchester County jail.
