Spanish Prime Minister Mariano Rajoy’s proposal to force banks to recognize further losses from real estate holdings may backfire by saddling healthy lenders with the bill. “The plan is for a massive effort in provisioning of real estate and consolidation, and that has to be paid for,” said Daragh Quinn, a Madrid-based analyst at Nomura International. By refusing to use public funds to help purge a system burdened with 176 billion euros ($228 billion) of what the Bank of Spain calls “troubled” assets linked to real estate, Rajoy may not do the job properly or he may hurt solvent banks by leaving them with the costs, said David Moss, director of European equities at F&C Investments in London. Rajoy wants to make banks accurately value assets piled up on their books as part of his efforts to lower Spain’s borrowing costs and free up the flow of credit in the economy. Rajoy wants to avoid committing public funds as he battles to bring down a deficit that was 8 percent of gross domestic product in 2011, exceeding the 6 percent target from the outgoing Socialist government. He announced 15 billion euros of immediate spending cuts and tax increases last month to narrow the gap. “If the public purse doesn’t get used at all, this can only mean this whole process happens more slowly and it might take longer to make the impact that’s needed,” Moss said.

Five members of a drugs gang, who tried to bring £40,000 of cocaine to Chorley and South Ribble, have been jailed for more than 33 years. The men were part of what police described as a ‘sophisticated criminal plot’, which allowed them to drive around in expensive cars and live in exclusive homes. The gang were caught after David Dawson, 28, of Brownedge Road, Bamber Bridge, was arrested in Chorley on August 9, 2010. He was found with cocaine with a street value of around £3,000, as well as £3,600 in cash. Police then carried out searches of addresses linked to Dawson, including the home of Daniel McCarthy, on Brampton Drive in Bamber Bridge, where police uncovered just under a kilo of cocaine, worth £30,000. A month later, 26-year-old Mark Snape, formerly of Buchanan Street, Chorley, was arrested in his car near the railway crossing on Brindle Lane in Bamber Bridge. He had in his possession cocaine worth around £3,000. Shortly after, Paul Smith, 28, of Brookside Close, Leyland, formerly of Buckshaw Village, was arrested near Severn Drive in Bamber Bridge, and police found cocaine worth around £1,100 along with £290 in cash. Further enquiries led to the arrest of Phillip Elleray, of Abbotts Close, Walton-le-Dale, in November 2010. Det Sgt John Roy, of Chorley CID, said: “This operation put a stop to around £40,000 worth of cocaine being dealt on our streets. “It was an organised conspiracy which saw these men coordinating a sophisticated criminal plot. “A number of theses criminals were driving around in expensive performance cars and living in large homes without a legitimate income, which is an affront to our community.” The men were sentenced at Preston Crown Court on Friday, after four earlier pleaded guilty to conspiracy to supply cocaine. Elleray was sentenced to nine years and four months in prison; Smith was jailed for eight years and three months; Snape was sentenced to six years and given a one year prison sentence, which is to run consecutive for a burglary in Eccleston; and Dawson was given a five year and six month custodial sentence. The fifth man – Daniel McCarthy, 28, formerly of Brampton Drive, Bamber Bridge – had earlier pleaded guilty to being concerned in the supply of cocaine and was jailed for four years.

As the old adage has it, if you live long enough, you see everything. In the world of substance abuse and addiction, “everything” was in the news today. A group from Vancouver’s notorious hub of drug addiction and policy experimentation, the Downtown East Side, is proposing that a publicly funded, peer-run drinker’s lounge dispensing free legal alcohol to alcoholics be instituted as a means of harm reduction. The Eastside Illicit Drinkers Group for Education, whose spokesman, Rob Morgan, an alcoholic from a First Nations reserve near Terrace, B.C, sees the idea as the natural next step in Vancouver’s famous harm reduction movement. The lounge would be modeled on Insite, the safe injection site whose mandate is not to rehabilitate addicts, but to reduce the rates of disease and death caused by unhygienic consumption and unsupervised overdoes. Mr. Morgan’s logic is impeccable. Desperate alcoholics will drink anything with alcohol in it; they will drink hand sanitizer acquired from “dealers” who steal them from hospitals, as Mr Morgan has; they will share disease-ridden bottles; they sometimes freeze to death in an alcoholic stupor; and for only $3, and some water dilution, will consume 30 standard drinks from a 250 ml bottle of 95% rubbing alcohol. The ravages produced on the body by such a regime certainly rival any depredations short of AIDS suffered by drug addicts.

Goodwin faced up to 99 years in prison for raping a runaway 12-year-old girl who was staying at his home. The jury heard testimony from the victim and Goodwin's wife about the girl being given methamphetamine and alcohol before the assaults. A young man has been jailed in South America for attempting to traffic drugs just three weeks after sneaking out of his Thornton Heath home without telling his mother. Former Stanley Technical School pupil, Nishit Patel, 21, left his home in Attlee Close, in secret on Christmas Day before flying 4,500 miles to Guyana. The next time his mum, part-time Tesco worker Amita, heard from him was on January 3 phoning from a Guyanese jail after being caught boarding a plane with 29 pellets of cocaine worth more than £20,000 inside him. On Monday, January 9, he was sentenced to four years in jail after he admitted drug trafficking. He was also fined $30,000 Guyanese dollars, about £95. Mrs Patel, 46, said she last saw her son, who changed his name to Nikesh after being teased at school, after lunch on Christmas Day. She said: “I came home and he had bags packed. I asked if he was leaving and he said no. I never know where he is going, he tells me nothing. “I didn’t even know where Guyana was. I asked why did you do it, and he said for the money.” On December 31 Guyana’s Customs Anti-Narcotics Unit (CANU) at Cheddi Jagan International Airport saw Patel acting suspiciously and arrested him. Dennis Mahase a senior supervisor with CANU said Patel, who has spent his whole life in Croydon, missed his earlier flight home and was picked up by officials while he waited. He said: “When the officials began questioning him he complained about feeling unwell. After further question he admitted swallowing the pellets.” Taken to Woodlands Hospital in Georgetown, the country’s capital, Patel, was x-rayed and the pellets, containing 352 grams of the drug with a street value of around £20,000, were found. Mr Mahase added: “He admitted to us he had done this before in November and got away with it.” Mrs Patel said Nishit went off the rails after his grandparents and father died in quick succession four years ago. She said: “He was such a good boy. Very caring. It changed him. A son listens to his father but to his mother, not so much. It was very hard.” The family will now fight to have him extradited to the UK. She said: “I want to be able to see him. I know he has done wrong but he is my son. I have no idea what a jail out there is like.” A foreign office spokesman said: “We can confirm the arrest of a British national on December 31 in Guyana. “We are providing consular assistance.”

He also agreed to forfeit $100 million in profits under the plea deal, which is expected to land him 25 years in federal prison when he is sentenced on April 2. "It was a favorable deal to my client who faced a minimum of 40 years and a maximum of 140 years under the extradition agreement," defense attorney Anthony Colombo Jr. said. Anaya, said a Jan. 6 statement from the U.S. Attorney’s Office in Kansas, operated in the state. “Evidence showed the defendant installed sophisticated hidden compartments in dozens of vehicles,” said U.S. Attorney Barry Grissom. “He knew he was working for drug traffickers.” Anaya was convicted on one count of conspiracy to possess with intent to distribute more than five kilograms of cocaine, as well as methamphetamine and marijuana, and two counts of attempting to intimidate a witness, said the statement. Convicted in the case along with Anaya were James Clark, 29, of Overland Park, KS, who was given a sentence identical to Anaya’s on the same charges. If she were to be judged based solely on the company she kept, Marilyn Béliveau would be in deep trouble. Perhaps the most troubling aspect of her ongoing trial is the fact that while she was under investigation, the Canada Border Services Agency inspector associated with a variety of known criminals. While testifying during her trial in December, Béliveau, 32, explained that a few of those men were people she has known since high school. As part of her defence, she also claims most of them manipulated and used her. Much of the evidence presented during the trial has involved wiretapped conversations between the men Béliveau knew. By listening to the hundreds of conversations, she has learned what some of them really thought of her. They referred to her in degrading terms like "booze," a Haitian term for a prostitute, or "that broad." "It was very painful, especially on the part of those I considered my friends," she said. Here is a short list of some of the people Béliveau associated with before her arrest in 2006: Fitzgerald (Fritz) Dorsainvil, 34, of Montreal: He is currently serving a two-year prison term for his role in a theft ring that stole nearly $1 million worth of computer equipment from 27 businesses in and around Montreal. Dorsainvil helped carry out some of the breakins weeks after he and Béliveau shared an apartment. But even before they moved in together, Dorsainvil had a criminal record. Béliveau said she was introduced to Dorsainvil during the spring of 2005 at a club. She testified she made a very hasty decision to move in with him so she could get away from what she described as her overly protective parents. "(I did this) even though I knew he was a bad person, not the best person." she testified. "I knew he sold drugs, that he sold pot." Béliveau said she thought she was in love with Dorsainvil and that she could change him. They moved in together in October 2005 and she left the apartment three months later. She said it took a while for her to realize Dorsainvil had no interest in a relationship and was using her to pay his rent. Béliveau said she refused to accept the truth, even when her best friend pulled her aside one day and told her it was obvious. Jean Philippe Guerette, 31, of Montreal: A cousin of Dorsainvil, he received a sentence of nearly five years for being part of the same computer theft ring. Béliveau said that one day while eating at a Rockaberry's in 2005, when she was still with Dorsainvil, Guerette told her he wanted to make "a big score" by bringing drugs in through a shipping container. She said Guerette expected her to turn a blind eye when the container arrived. "It was out of the question," Béliveau said of her reaction to what Guerette proposed. As part of her defence, Béliveau testified she did not have the power to get a container through customs with a guarantee it wouldn't be searched. Béliveau said she panicked and that, in an effort to get out of the situation, she "invented" a story and told Guerette and Dorsainvil she was already involved in another smuggling project. She said she also made up the story "to seduce" Dorsainvil. During one wiretapped conversation, Dorsainvil was recorded telling Béliveau she should demand $100,000 from the people she was helping. She insisted, during her trial, that this was a reference to the scenario she had fabricated. She testified that she feels the only thing she did wrong while being investigated in Project Colisée was to fabricate a false report that a container had been seized to back up her lies to Guerette and Dorsainvil. "It has always been in my personality. Whenever I feel cornered, I make things up," she said while testifying. The statement could seriously damage the credibility of her entire testimony, and her lawyer Charles Montpetit appeared to realize this immediately. His next question was whether she thought of herself differently today. "It's certain if I were in the same situation today, I would do things differently. I wouldn't make the same mistakes," Béliveau said. Eric Semino, 32, of Montreal: Currently serving a four-year prison term for possessing three loaded firearms seized in his Aylwin St. apartment, including a shotgun he kept under his mattress. Semino was once part of a gang, called the K-Crew, that was involved in a dispute with the Hells Angels over heroin trafficking in Montreal. On April 12, 2007, he fired a shot into the window of a bar on St. Laurent Blvd. while Normand Marvin (Casper) Ouimet, a member of the Hells Angels, was inside. Semino already had several convictions, for assault and weapons offences, long before Béliveau was investigated in Colisée. When they were both in their early teens, Semino's family lived in a house directly behind Béliveau's. Béliveau said Semino and his brother were often left on their own for days while their mother travelled. She said her mother took pity on the boys and fed them whenever they were on their own. "For me, Eric was like my big brother - the big brother I never had, because I was an only child," she said. "Even if he took another path in life, me and my friends at the time did not abandon him. We did not judge him." She said that while she worked for CBSA, she sent Semino letters whenever he was in prison - which was often - and didn't hide the friendship from her colleagues. Ray Kanho, 35, of Laval: One of the principal organizers of the smuggling effort Béliveau is charged with, as well as several others uncovered by Project Colisée. He is currently serving a 14-year sentence for a series of crimes he pleaded guilty to in 2009, including drug trafficking and corrupting Béliveau as well as Nancy Cedeno, another CBSA employee. Béliveau testified she knew Kanho from Antoine de Saint-Exupéry high school in St. Léonard. She knew him through Rony Bardales, 34, a close friend who attended the same school and a co-accused in the current trial. She testified she remained friends with Bardales until their arrests in 2006. She said she was impressed by how Kanho and Bardales flaunted their wealth, and that she assumed it was generated through legitimate businesses they claimed to own. Béliveau said Kanho and Bardales would spoil her and her friends whenever they went out for drinks or dinner. "They were an example of people who had accomplished things. They were people who drove around in luxury cars, who had money. To me, they were successful," Béliveau said. She described Kanho as someone she considered to be a "big teddy bear" before her arrest.

In Mozambique, police arrested a South African woman for carrying drugs when she entered the country at Maputo International Airport on Christmas Eve.

Promise Mpala, 26, had travelled from Addis Ababa on an Ethiopian Airways flight. She was allegedly carrying an unspecified amount of drugs in one of her bags.

The drugs were allegedly detected by the luggage scanner at arrivals. It has not yet been established what type of drug she was allegedly carrying.

A 38-year-old South African woman was arrested for drug trafficking in Nigeria last week.

Nene Fikile Happy-Girl, and a Nigerian, Onyemaechi Remigus Chibuzor, 29, were arrested last week at Lagos airport as they tried to board an Emirate flight to Malaysia.

They were allegedly found in possession of methamphetamine, Nigeria’s anti-drug agency said.

A young woman was arrested at Harare International Airport having come in on a flight from India, with 2kg of cocaine.

She is expected to appear in court in the Zimbabwe capital tomorrow.

She left Johannesburg for India on December 15, exactly two days after South African Nobanda Nolubabalo was arrested in Thailand when police allegedly discovered 1.5kg of cocaine in her fake dreadlocks.

The woman arrested in Harare allegedly had four passports in her possession and her friends spoke of her working as a mule for a South African drug lord who recruits mules in the Johannesburg suburbs of Rosettenville and Turffontein.

Felipe Cabrera Sarabia, known as The Engineer, allegedly ran operations for the Sinaloa drug cartel, Mexico's most powerful, in the northern state of Durango and in part of the northern state of Chihuahua, said Chief Army spokesman General Ricardo Trevilla.

Cabrera, wearing a bulletproof vest, was paraded before the news media in what has become a common practice for law enforcement authorities after major arrests.

Experts and law-enforcement officials believe the reputed leader of the cartel, Joaquin "El Chapo" Guzman, has been hiding in the mountains of Durango. He has eluded authorities since his 2001 escape from prison and has a US$7 million ($9 million) bounty on his head.

Trevilla offered no information about the hunt for Guzman. He only said Cabrera's capture "will affect the structure and leadership of the Sinaloa cartel", and that forces also seized documents and computer equipment.

Also, Michael Mikowski, 30, La Porte, made his initial appearance on Class A felony dealing heroin and Class B felony dealing cocaine.

According to court documents, Van Dusen was caught on three separate occasions selling heroin in October. In one of the alleged transactions, Van Dusen met a buyer in the 200 block of East Lincolnway. Van Dusen then walked across the street and met Mikowski to get heroin, which she then sold to the buyer, court documents revealed.

It’s alleged that Van Dusen also was involved in heroin deals at Jackson Street and Maple Avenue and the 700 block of Rose Street in La Porte.

According to prosecutors, all of the transactions occurred within 1,000 feet of Lincoln Elementary School and Kids Discovery child care center.

Van Dusen was being held in La Porte County Jail on $150,000 bond.

Under Indiana law, drug-dealing charges are elevated if they occur within 1,000 feet of a school or place where children congregate.

Mikowski on Oct. 4 is accused of riding up on a bicycle to a woman in the 700 block of Rose Street and providing her with heroin to sell to a buyer and taking part in a crack cocaine deal Oct. 6 at Linwood and State streets.

On Nov. 17, police said Mikowski became the focus of an investigation in response to complaints about “numerous drug sales,” according to court documents.

Mikowski began running when he spotted police, but was caught and allegedly found with crack cocaine on his possession.

Police said he then led officers to his residence in the 300 block of State Street, where Van Dusen and three other individuals were taken into custody.

Mikowski could face anywhere from a six- to 70-year sentence on the most recent charges. He already had Class B felony dealing cocaine and Class A misdemeanor resisting law-enforcement charges pending before the filing of the most recent counts.

The Metropolitan Police said the cause of the deaths and injury was yet to be established but confirmed that one line of inquiry was that the men may have taken illegal substances, possibly MDMA - the chemical name for ecstasy. Melissa Giove, of Chesapeake, Va., will spend five years on probation, six months under house arrest and must perform 500 hours of community service under the sentence imposed by U.S. District Judge Gary Sharpe. She could have faced as much as 40 years in federal prison.

Giove, a 39-year-old former world-champion downhill mountain biker, pleaded guilty to a conspiracy charge in December of 2009 for her role in transporting marijuana from California to Wilton. She was arrested by Drug Enforcement Agency agents in Saratoga County on June 16, 2009.

Authorities said Giove got the marijuana in California and arranged to have it driven to the Capital District by a co-conspirator. That man, who was not named in court filings, was apprehended during his cross-country trip and agreed to cooperate with police and continue the delivery.

With federal authorities watching, Giove met with the man at Albany International Airport, where she had arrived on a plane from Virginia. She then drove a trailer containing the marijuana to the Wilton home of Eric Canori, according to authorities.

Canori, 32, pleaded guilty in June of this year to the same conspiracy charge and is awaiting sentencing. He was also charged earlier this year with attempting to illegally transfer $10,000 in drug proceeds to another person identified in court papers only as "D.B."

The U.S. Attorney's office had sought a prison sentence of 24 to 30 months for Giove, as well as four years of probation and a $25,000 fine, according to court filings.

Two men from Northern Ireland have been arrested in an international police sting operation that prevented a major £2m haul of herbal cannabis reaching Ireland.

A combined operation involving the PSNI, gardai and Greek police has led to the seizure of 200kg of the drug in Greece.

Greek police confiscated the haul after stopping a lorry and searching a warehouse following an operation that began more than a month ago.

Searches were carried out in the Republic by members of the Garda national drugs unit in Allenwood near Naas, and other parts of north Kildare, as well as in Finglas, north Dublin, but nobody was detained.

Last night four men were in custody, three detained in Greece and a fourth in Northern Ireland. Police are satisfied that the haul was destined for the streets on both sides of the border and was to have been smuggled inside a container through Dublin port.

The lorry driver, a 36-year-old man from Northern Ireland, was arrested and was being questioned yesterday.

In a follow-up search at a warehouse in the Greek capital Athens, officers recovered another 100kg of the drug. Two other men, both Greek nationals, were arrested there while a fourth suspect, a 34-year-old man, was detained following four searches by the PSNI in Northern Ireland.

During a cross-border conference on organised crime yesterday, PSNI Chief Constable Matt Baggott said the timing of the seizures and arrests in Greece was purely coincidental but welcome.

“They are the result of much hard work by colleagues in a range of partner agencies and provide tangible demonstration of how partnership delivers results, making communities safer and creating a hostile environment for organised criminals, whatever the jurisdiction,” he said.

Irish Justice Minister Alan Shatter and Garda Commissioner Martin Callinan both hailed the seizure as an example of effective police co-operation on the island of Ireland and also in Europe.

Mr Shatter said organised crime gangs continued to exploit borders for criminal gain.

”The strong co-operation that exists between our law enforcement agencies ensures that we tackle these gangs through a co-ordinated and effective response, disrupting their criminal activities, targeting those involved and seizing property.

“Tackling cross border criminality sends a clear message to the gangs they will find no safe haven on either side of the border”, Mr Shatter added.

He said one of his priorities was to continue to work at European level for the setting up in each member country of agencies modelled on the criminal assets bureau and boost co-operation in the seizure of the proceeds of crime.

The police operation was sparked off by a Garda investigation into another seizure at Dublin Port in October and officers believe the two hauls are linked. The Maine Drug Enforcement Agency (MDEA) and the Sanford Police Department worked together on the case, according to Steve McCausland, a spokesman for the state's public safety department.

MDEA Supervisor Stephen Borst said undercover agents reportedly had purchased cocaine from Nolan in recent days at his house on Brook Street in Sanford, McCausland said in a prepared statement.

On Monday, agents and local police officers stopped a vehicle operated by MacLean as it left Nolan's residence and allegedly found nearly five ounces of cocaine and crack in the vehicle. Agents then took Nolan into custody at his home.

McCausland said the agents and officers seized a small amount of cocaine, a scale and some packing materials.

MacLean lives in Haverhill, Mass., and is believed to be transporting the drug to Sanford, McCausland added.

Both men are likely to appear in York County Superior Court on Dec. 14.

Borst said Nolan is suspected of selling cocaine in Sanford over the past year.

Both men are being held on $50,000 cash bail.

Chicago man with ties to La Crosse was charged Tuesday with intent to deliver nearly 50 grams of cocaine.

The charge filed in La Crosse County Circuit Court stems from a bust early Thursday at an Onalaska motel where Nicholas House, 27, was arrested by police acting on a tip that he was delivering a large load of drugs from Chicago.

According to the criminal complaint, officers found 109 individually wrapped bags of cocaine wedged in a secret compartment behind the dashboard of the van in which House was riding. House said the drugs were his and that he’d been arrested before for drug dealing.

House is in the La Crosse County jail with a $50,000 cash bond.

44-year-old Bryan crack cocaine dealer was sentenced to 45 years in prison Tuesday by District Judge Travis Bryan.

Lawrence Edward Blue was convicted last Thursday of felony drug possession with intent to deliver in a drug free zone by a Brazos County jury in the 272nd District Court.

Jurors took less than an hour to return the guilty verdict after hearing from law enforcement officers who had investigated the drug operation and other witnesses.

Because the defendant was selling within 1,000 feet of a school zone, he originally faced a second-degree felony punishable by two to 20 years in prison.

But a previous aggravated assault conviction caused the charge to be upgraded to a first-degree felony, meaning Blue could have received life in prison.

Prosecutors Jarvis Parsons and Jason Goss asked Bryan for a 50 to 60-year prison term, while Blue's attorney, Rick Davis, argued for 10 to 12 years.

Police said Blue was arrested in February after authorities found 45 rocks of cocaine, two firearms and almost $15,000 in cash hidden in different places on his property.

The drugs -- worth $20 a rock-- were found inside a bag placed in the knot of a tree, according to testimony.

A search warrant on his home was secured after Blue sold his products to three undercover Bryan officers.

Six others were arrested for felony drug possession on the same day as the defendant, the result of investigations narcotics officers said they'd been working on for months.

"We would like to thank the Bryan Police Department for their hard work in taking down one of the biggest crack cocaine dealers [locally,]" Parsons said. "Lawrence Blue made his living off the death and destruction of others.

Rowan County Sheriff’s Office investigators landed one of the largest drug busts of the year this week, netting more than 7 pounds of cocaine.

According to a report, deputies worked with Salisbury Police officers after getting information about a large cocaine shipment coming into Salisbury.

Through the investigation, deputies identified 52-year-old Luis Alberto Valencia as the suspect involved in the delivery.

About 8:30 a.m. Wednesday, authorities stopped Valencia’s red Toyota Camry in a parking lot in the 1700 block of N.C. 52. Inside the vehicle, deputies found 3.5 kilograms — about 7.7 pounds — of cocaine in packaged “bricks,” the report said.

Valencia was charged with two counts of felony trafficking cocaine and felony possession with intent to sell and deliver cocaine.

He was placed under a $400,000 bond and remained in jail Thursday.

After the arrest, Immigration and Customs Enforcement agents determined Valencia was in the country illegally.

Valencia gave authorities an address of 202 Dianne St., Wingate. Union County deputies searched the home Wednesday and found two firearms, one of which had been reported stolen.

Berkeley County Drug Enforcement Unit on Nov. 10 seized more than $67,000 in cocaine and cocaine base, and arrested three men, sheriff's office spokesman Dan Moon said Thursday.

Following up on complaints of drug activity at a home at 497 Nelson Ferry Road, agents arrived and found three men attempting to flee the area.

Walter M. Bash, 23, of 227 Mattie Road, fled from the driver's side door of a pickup truck at the residence, and Curtis Shine, 26, who resides at 497 Nelson Ferry Road, was observed fleeing from the passenger side door, Moon said.

Agents also saw Esau Branch Jr., 26, of 239 Mitton Road, reportedly throw a bag of cocaine to the ground. Deputies observed a quantity of cocaine and a weight scale in the console area of the truck, the department said.

Bash was charged with two counts of trafficking cocaine and trafficking cocaine base, also known as crack, within one-half mile of a school.

Both Branch and Shine were charged with possession with intent to distribute within one-half mile of a school, Moon said.

Two men were arrested after a heroin deal turned into a car chase and armed robbery early Thursday morning in Brooklyn, authorities reported.

Travis Quillen, 18, no permanent address, and Jon Fedkenheuer, 43, of Sun Prairie, were arrested by Dane County Sheriff's Office deputies and turned over to Rock County deputies upon their arrest at about 2:05 a.m. Thursday at the residence of their alleged victim, Bradley Larson, 22, on Hotel Street in Brooklyn.

Quillen was tentatively charged with recklessly endangering safety, robbery and battery, while Fedkenheuer was tentatively charged with armed robbery and battery, with a probation hold added since he already was on probation for armed robbery.

According to a news release from the Rock County Sheriff's Office, the incident started as a heroin deal involving the two arrested men and Larson that evolved into a car chase.

"Fedkenheuer and Quillen ran Larson's vehicle off of Holt Road near Crocker Road (in Rock County), then allegedly began to assault Larson, threatening to use a knife and gun in order to take his wallet," the press release said.

The two suspects allegedly ended up with Larson's wallet and $20, which were recovered when the two were arrested.

Larson was brought to the sheriff's office for an interview, but no tentative charges were noted against Larson in the news release.

$1,000,000 secured bond, on charges of conspiracy to traffic heroin in Ashe County.

On Tuesday, Nov. 8, a search warrant was executed in Millers Creek. Ashe County Sheriff James Williams reports the arrests were made in collaboration with the ACSO, the North Carolina Bureau of Investigation, Wilkes County Sheriff’s Office, Boone Police Department and investigators with United States Homeland Security.

Floriberto Torres Contreras, 38, and Dawn Renee Dula Contreras, 42, are being housed at the Ashe County Detention Center. Each is under a $1,000,000 secured bond, on charges of conspiracy to traffic heroin in Ashe County.

“These two were providing a major portion of the heroin coming into this county, and also Wilkes and Watauga,” said Williams.

Williams described the heroin as “black tar,” a less refined form of heroin produced in Latin America and Mexico. The less complex processes used in the manufacture of the opiate make it popular among clandestine drug operations.

Both individuals are also charged with trafficking cocaine and trafficking heroin in Wilkes County.

Williams said the investigation that led to the arrests began in Ashe County, and quickly expanded into neighboring Wilkes and Watauga counties.

Williams said the possibility of further arrests is likely and that the arrests have closed off a major supply of heroin in Ashe and surrounding counties.

“We’re watching the hospitals now,” said Williams. “Withdrawal symptoms in heroin addicts start quick, and some are probably already making their way to the hospitals.”

Williams said anytime a major supply of drugs is closed off, the hospitals report increased visits among addicts struggling with the effects of withdrawal.

The man who led the fighters that captured Saif al-Islam has said that the late dictator's son tried to escape arrest by pretending to be a camel herder.

"When we caught him, he said, 'My name is Abdul Salem, a camel keeper,'" said commander Ahmed Amur on Sunday. "It was crazy."

His unit, from Zintan's Abu Bakar al-Sadiq brigade, had been patrolling the vast southern desert of Libya for more than a month when it was given a tip-off late last week that Saif al-Islam was close to the town of Obari.

"We knew it was a VIP target, we did not know who," said Amur, who worked as a professor of marine biology in Tripoli before the war.

He said rebel units with pickup trucks mounted with anti-aircraft guns deployed in ambush positions in the desert near Obari, a small town that lies astride roads leading to both Algeria and Niger.

As the informant had predicted, two Jeeps came into view at lunchtime on Friday, surging through the desert near the main highway that leads to Niger.

"When we saw the first car we fired shots ahead of it, not to hit, as a warning. It stopped. Then the second car belonging to Saif came," he said, speaking in English. "We shot warning shots, he (Saif's car) stopped in the sand. Saif and his aide came out of the car."

He said rebel fighters approached on foot, Saif threw himself face down and began rubbing dirt on his face. "He wanted to disguise himself," he said.

Amur raced up to him and ordered him to stand up, finding himself face to face with Saif al -Islam.

But the most notorious son of the late dictator claimed he was not one of the world's most wanted war crimes suspects, but a simple camel herder – Abdul Salem being the equivalent of a British "John Smith".

"His face was covered (with dirt), I knew who he was," said Amur. "Then he said to us, 'Shoot.' When the rebels refused to shoot, and identified themselves, Saif told them: 'OK, shoot me, or take me to Zintan.'

"We don't kill or harm a captured man, we are Islam," said Amur, still clad in the green combat jacket he wore when making the arrest. "We have taken him here to Zintan. After that, our government is responsible."

Zintan was on Sunday hemmed-in by checkpoints set up by its fighters, whose units fought some of the toughest battles of the war, ending in their attack on Tripoli in August.

Omran Eturki, leader of Zintan council, says Saif must face trial in Zintan's own courthouse. "We can try him, it will not take too long, we don't need any new laws," he said, referring to questions over Libya's current legal limbo. "They are Zintanis who captured him so they will have to have him here."

Eturki said it was better to try him in Libya than send him to the international criminal court, which has indicted Saif for war crimes and crimes against humanity.

"The judicial authorities can appoint the judges and the lawyers, but the trial must be here. As long as there is justice, that is it."

He said Saif would get a fair trial. "There is no point to make a revolution for justice, and then you become the same killers. All the people of Zintan want to see him have a proper trial. We don't like to harm him. If we wanted to kill him we could kill him. We captured him so I think we have the right to try him."

A prison officer from Woodston, Peterborough has been jailed after trying to smuggle nearly £5,000 worth of drugs into HMP Peterborough.

Gavin Isaac (26), of Clement Drive, Woodston, was found with heroin, cannabis and mobile phones hidden in his clothes.

The contraband was found by fellow officers in a search when Isaac went into the prison on Monday, October 3 and he was arrested by police.

He was jailed for five years at Peterborough Crown Court on Friday, 11 November.

Judge Nic Madge said the case had to be used as a deterrent to stop others trying to bring drugs into the prison system.

Isaac had pleaded guilty to two counts of conveying articles into prison at a previous hearing.

Cheryl Williams, prosecuting, said: “The heroin was split into 100 individual wraps and was kept in a package with two mobile phones, six sim cards and a set of headphones.

“The package was hidden in the groin area of his trousers.

“The guards asked him if he had anything else on him and he produced a tennis ball package of cannabis from his sock.

“The heroin had a value in prison of £4,000, while the cannabis was worth £870 in the jail.

“When he was questioned by police, he said he had fallen into debt and needed money to pay off loan sharks.

“Both his colleagues and the prison population in general knew about his debt problems.

“He said he had been paid £300 to bring the drugs and met with a man in a car park to pick up the items.

“He said he did not know what was in the packages, but suspected at least one phone was involved.”

Miss Williams read a statement in court from a Peterborough Prison spokesman, which said the introduction of drugs into the prison system put added pressure of services, as it could lead to bullying, violent incidents between prisoners and cause problems for health services trying to help prisoners kick their drug habits.

The statement added that if prisoners get hold of mobile phones it increased the chance of drugs getting inside, prisoners contacting vulnerable victims and accessing information they should not.

The court was told Isaac served in the second Gulf War.

Lawrence Bruce, defending, said: “Isaac served his country for four years in Iraq, attaining the rank of lance corporal.

“This was a one-off incident. He was vulnerable because his spiral of debt was well-known inside the prison and he was vulnerable to corruption.”

Mr Bruce added that Isaac had no previous convictions.

Judge Madge said he had to pass a significant prison sentence.

He said: “Deterrent sentences have to be passed in these cases.

“Dissemination of drugs in prison disturbs ordinary working of prison and has potential to greatly increase difficulties of maintaining a safe environment for staff and inmates.”

Isaac was given a five-year jail term for trying to smuggle drugs into prison and a one-year term for smuggling the phones, to be served concurrently.

Federal authorities have moved to seize a 200-acre ranch that they allege is owned by the No. 3 leader of the Zetas drug cartel.

Federal authorities have moved to seize a 200-acre ranch that they allege is owned by the No. 3 leader of the Zetas drug cartel.

The Mexican Army arrested Carlos Oliva-Castillo (aka "La Rana") in Saltillo back in October.

He remains in a Mexican jail where he's facing organized crime charges and extradition to the United States.

The U.S. Attorney's Office for the Southern District of Texas filed a lawsuit to seize a Starr County ranch that they allege is owned by Oliva-Castillo.

According to the lawsuit, the 200-acre ranch is north of Rio Grande City on FM 2686.

Public records show that the Dr. Carlos Ricardo Tamez-Tirado of Diaz Ordaz, Tamaulipas bought the ranch for $125,000 dollars back in May 2007.

But the seizure lawsuit alleges that the doctor was a 'straw purchaser' and that Oliva-Castillo is the actual owner and that he paid $400,000 dollars.

The lawsuit shows that Oliva-Castillo's criminal history with the Zetas goes back to 2005 and that drug profits were used to buy the ranch.

Prosecutors allege that Oliva-Castillo's uncle Domingo Castillo has been in charge of taking of the ranch since 2008.

Federal prosecutors allege that the land has been used for drug trafficking activities as well as receiving laundered money.

Oliva-Castillo did not appear to have an attorney to represent him as of Thursday.

No court date has been set for the seizure lawsuit.

Last week Rupert Ross, son of a Kings Road boutique owner, was jailed for 30 years for gunning down a rival drug dealer outside Wandsworth Prison in South London. In the days that followed the killing – with the police on his trail and his best friend already dead in a revenge shooting – 30-year-old Ross befriended investigative journalist Wensley Clarkson and in a series of videotaped interviews talked about the murder, his privileged background and the terrifying world of drugs, guns and gangs.

On the face of it, the young man who strode into a restaurant near my house in Fulham, West London, in early summer 2009 couldn’t have been further from the stereotypical gang member.

Casually dressed in jeans and a faded T-shirt, Rupert Ross had neatly cropped hair, an athletic build and a soft voice that veered between the well modulated tones of the privately educated middle-class boy he once was and the multi-racial street slang of the inner city.

Ross had approached me out of the blue through a contact to discuss being filmed for a TV documentary on street gangs. He earned his living running the drug trade on Fulham’s Clem Attlee council estate.

I was wary at first. But the fact that he was a near neighbour of mine fuelled my curiosity.

A week of promised meetings followed, but Ross never materialised. Through a go-between, I was accused of being an undercover policeman – a tricky situation only remedied when I was given a ‘clean bill of health’ by local criminals I’d written about in the past.

Eventually, I met Ross and the ‘middle man’. Ross insisted on sitting with his back to the wall of the restaurant with a clear view of the front entrance ‘in case anyone I don’t like walks in’.

Fulham had been abuzz with talk of the gangland execution of 20-year-old drug dealer Darcy Austin-Bruce and a retribution killing a few days later.

It was only when Ross began to talk that I gradually realised he could be Austin-Bruce’s killer.

He was calm and eloquent and looked very different from the hard-nosed criminal mugshot that was released after his Old Bailey conviction last week. He seemed thoughtful, likeable and sincere, but veered alarmingly from talking about going straight to describing the gang world with cold, almost detached relish.

Chameleon: Ross looked like the ex-public schoolboy he was, when dressed in a smart shirt on his way to court

‘It’s kill or be killed out here in the real world,’ he told me. ‘Anything I’ve dealt with, I’ve dealt with myself. Death is part of my business. I’m the one selling drugs on that estate. No one else had the right to do so and sometimes people have to die if they get in the way.’

I shifted a bit uncomfortably as Ross spoke about murder and gang ‘law’. Not through any fear for my own safety – I’d already been assured I was nothing more than a harmless ‘civilian’ – rather by the proximity of this ruthless subculture to my own middle-class neighbourhood.

‘Without a gun, I feel naked. I feel vulnerable,’ he told me. ‘There is a bullet out there with my name on it. What will be, will be.’

His mother, I learned, is Diana Lank, the hard-working and popular 55-year-old owner of the quirky Kings Road boutique Ad Hoc, who doted on Rupert and paid for him to go to a series of expensive private schools – including the £30,000-a-year Dulwich College. His grandfather is Herbert Lank, a retired Cambridge don and internationally renowned art restorer. A step aunt is the eminently respectable barrister Susan Rodway QC.

Ross told me he wanted to speak out as a warning to youngsters. But it became clear that he really wanted to unburden himself about the murder of a former drug-dealing friend turned mortal enemy.

He said: ‘The word is that I’ve killed the guy. People are saying I was the shooter. I’ve got people out to kill me. Apparently it is my fault he’s dead. But he had many enemies. He was out of control. He didn’t really care whose feet he trod on.’

People may wonder why I didn’t go to the police after I met Ross, but he had made it clear to me from the start that he was not running away from them and he would face up to what he had done when they charged him.

I don’t believe my interviews with him would have made any impact on their investigation at the time, as a contact told me murder squad detectives were seeking tangible, forensic evidence of his involvement rather than the content of a filmed interview.But I would have been more than happy to help them with their enquiries if they had come to me, as any law-abiding citizen would have been.

As his trial revealed, a few days before our meeting, but unknown to me at the time, Ross had dressed in a smart suit to look like a visiting lawyer and gunned down his rival in front of a crowd of women and children outside Wandsworth Prison.

He was clearly troubled by the incident, depsite the fact that in the months before the shooting, Austin-Bruce had kidnapped, stabbed and tortured Ross and fired shots at his car.

During that first meeting, Ross made it clear that the execution – Austin-Bruce was shot five times – was intended to send out a clear message. ‘I was the main man – the guy in charge,’ Ross boasted.

‘I controlled all the drugs on the estate. Nothing went in or out without my say-so. Sure I was motivated by money and power. I had a twisted sense of right and wrong but I knew that it was an unfair world. Some were born with a silver spoon like me and others had nothing.’

Now he knew the police were on his trail. He believed he’d either be arrested or would die at the hands of a rival gangster. ‘There’s no point in running from the law. They’ll find you in the end,’ he told me.

Privileged: Teachers at Dulwich College told Ross' mother he was 'highly intelligent but often played truant', his friends described him as a a 'wannabe gangster'

The Clem Attlee estate is a brutalist Sixties council project, just a stone’s throw from the million-pound houses of the well-heeled Fulham middle classes – including his own childhood home, where his mother still lives.

Friends say that when Ross was ten his father committed suicide, and that this had a ‘profound effect on him’, making him unruly and difficult.

But the Rupert Ross I met steadfastly refused to blame the tragedy on a chain of events that friends and family later claimed left him acting a ‘fantasy’ life as if he was a character from gangster films.

Ross himself told me: ‘Knowing my mum thinks I am a killer is so hard. She brought me up well but I was my own man from a very young age.

‘All the advantages in the world would never have stopped me from going on this path. It’s not her fault I am what I am.’

One relative said: ‘His mother probably knows in her heart of hearts that Rupert’s guilty, but it’s hard for any mother to accept. She has tried her hardest to bring up Rupert responsibly but he was often on his own while she was out working, and inevitably he started to hang out with kids from the Clem Attlee estate.

‘She tried to make sure any man she had a relationship with would be some sort of role model to him, which makes his career in crime all the more surprising. It’s hard to equate the vicious gangster with the polite, gentle character we all know.’

Teachers at Dulwich College told Ross’s mother that her son was highly intelligent but often a truant. Contemporaries remember him as a ‘wannabe gangster’ who was expelled for taking drugs.

Ross himself told me that he hated school. ‘I just didn’t need it. I was ready to be out on the streets working for myself from a very young age.’

Before he had even hit his teens, Ross had started a gang, and was walking the streets of West London with a knife ‘for self protection’. They stole and sold car radios.

‘That was my first taste of crime and I liked it,’ he said. ‘It seemed easy to me. I had found myself a new family on the estate and they were from a much harder world than I was used to but I mixed easily with them. It was as if I had found my place in life.

‘Sure, there was rage in me. I wanted to be someone. I started using violence to get my way and it was kind of infectious. Then I started having guns, and everything just went crazy from there.’

At the age of 17, Ross took over an empty flat on the Clem Attlee estate and set himself up as the area’s main drug supplier, ruthlessly controlling the estate’s burgeoning drug trade. He had already become addicted to cocaine and cannabis and had been convicted of the first of a series of crimes which was to include burglary, theft and drugs possession.

It was a world where mobile phones were changed every week to avoid detection. And guns were also an everyday part of that lifestyle.

‘I always had a piece on me and in that flat I would watch any customers approaching with them in the sights of my gun – just in case they turned out to be the enemy. I even shot at one guy I didn’t know when he came up to my front door. Dunno if I hit him but he never came back. That sent a message out to my enemies.’

Following his murder of Austin-Bruce, Ross had decided not to carry a weapon because he was under constant police surveillance.

He told me: ‘Without a gun, I feel naked. I feel vulnerable. If someone walked in here now, I’d be a sitting duck. But the police are watching me as we speak.’ He pointed. ‘They are there, across the street.’

Sure enough, there were two men in a Vauxhall estate car just opposite the restaurant.

‘I can’t afford to be found with a gun now. At the moment, they have no evidence to link me to the killing.’

It would be almost another year before Ross was charged with the murder of Austin-Bruce. Yet the murder had clearly affected him. He admitted in one candid moment: ‘It’s made me rethink everything. It’s madness out there and I got caught up in it all. I wouldn’t want anyone to take my path. It can only end in death and destruction.’

He even claimed (and I believe him) that he’d presented himself at a local volunteer centre where he wanted to help teenagers to escape a culture of drug-dealing, robbery and violence.

‘I want to help these kids avoid the pitfalls,’ he said. ‘I know better than anyone how easy it is to get sucked in. It really was a case of kill or be killed. I want to get away from that world now but I fear I may have left it too late.’

A week after that first meeting, I got a panicky call from the ‘middle man’ saying that Ross wanted me to film him immediately ‘because he’s not sure how much longer he will be around’.

By now he was so afraid of meeting in public that I agreed he could come to my home. It was there, with a camera rolling, that he told me of the revenge killing of his best friend Anthony Otton on the night of Austin-Bruce’s funeral.

‘I was sitting inside a friend’s house when my best friend went outside to go home. I heard gunshots followed by a loud panicked knock on the door. I opened the door and my best friend fell to the floor. He’d been shot in the chest.

‘The shooter then came behind him, shot through the door and ran off with no mask on. My best friend died there in the hallway. He only got hit once in the chest but it hit his main artery and it killed him.’

Much to the frustration of police investigators, Ross refused to identify the man who shot dead his best friend. The case remains unsolved.

Ross’s family include pillars of society from high-flying lawyers to academics, a hypnotherapist and even a Government drugs adviser. Contrary to some reports, his grandfather and step aunt Ms Rodway have rallied round his mother and given their full support.

His family is deeply worried that Ross may be a target in prison. ‘Rupert has a price on his head. We all know that,’ a relative told me.

Ross himself told me: ‘Prison doesn’t scare me. I’ll make it work for me just like everything else in my life.

‘I don’t really fear anything any more. Not even death.

‘I suppose in some ways I am emotionally dead. But the life I’ve led has made me that way. I wouldn’t have survived even this long if I’d let it all get to me.’

The last time I saw Rupert Ross was a couple of days before he was arrested. He knew it was coming. His voice shook as we talked briefly on a street corner. He wore a hood and looked a haunted man. He told me: ‘I can’t help you any more.’

With that he walked away. I knew I’d never see him again.

His severed leg was found sticking out of the water by birdwatchers at Tetney Lock near Cleethorpes on March 3 this year.

After a police investigation two other parts were recovered and his head, right arm and right leg were found in the River Ancholme, near Brigg in June.

Prosecutor Tom Bayliss QC said the five-strong gang believed Mr Vincent had stolen £5,000 from them and 'grassed' them up to the police.

The court heard Mr Vincent was a heroin addict and sold 'wraps' for the gang in return for using some of the drug himself.

At the time of his death he was living with the gang whose headquarters was based in a small bungalow in Scartho, Grimsby.

Grimsby men Lee Griffiths, 43, his sons Thomas, 22, and Luke, 19, Lee's stepson Mark Jackson, 27, and Matthew Frow, 32, all deny murder between February 26 and March 4.

They also deny conspiracy to pervert the course of justice by concealing Mr Vincent's dismembered body between the same dates along with Andrew Lusher, 43, also from Grimsby, who is alleged to have hired the van used to dispose of the body.

The three Griffiths and Mark Jackson further deny conspiracy to supply heroin between December 1, 2010 to March 7, 2011.

Mr Bayliss said Mr Vincent was a close associate of the five men charged with murder.

He did small-time drug dealing on their behalf and 'it was the gang he was associated with that killed him.'

Three weeks before Mr Vincent's body was found three of the gang were arrested for drugs offences by police then released.

'Birdwatchers chanced on the leg just hours after it had been dumped'

Officers searched the bungalow, which is owned by Lee Griffiths, and where Mr Vincent had been living.

Mr Bayliss said Lee Griffiths believed Mr Vincent had given information to the police and had stolen £5,000 and drugs from them.

The gang began a 'sustained physical assault' on Mr Vincent and the violence continued for a fortnight ultimately leading to his death.

A post mortem showed Mr Vincent died from a blunt force trauma to the head. He had been struck at least three times with a weapon.

Mr Vincent was last seen alive on February 27 and the following day it is claimed that one of the gang sent a text to his girlfriend which implied Adam Vincent had been killed.

His body was dismembered after his death and a van, organised by Lusher, was allegedly used to dispose of it.

The birdwatchers chanced on the leg just hours after it had been dumped.

Mr Bayliss said: 'Adam Vincent was killed behind closed doors by this gang.

'All five of the defendants were participating in a joint enterprise which led to Adam Vincent's death.'

He said it was difficult to identify individual acts of violence but the prosecution claim anyone involved in it is guilty of murder even if they were not present when the fatal blow was delivered.

The court heard three of the gang were arrested for suspected drugs offences and the bungalow was searched. Drug paraphernalia was seized along with an air rifle on February 11.

Pellets matched to the rifle were found in Mr Vincent's body.

Mr Bayliss said: 'Even before this one of the things that was happening was that Mr Vincent had been shot in the body by this a air rifle.

'It would have caused pain and injury. It was an indication of how he was being treated.

'Mr Vincent's father Keith visited his son who was in hospital with pneumonia in late January. Mr Vincent told his dad he had had enough of his drug-taking lifestyle.'

'He said: ''I want to get away but they won't let me. I need to sort some issues out first.'

'He later added: 'You don't know these people. I'm trying to get it all sorted.''

Mr Vincent discharged himself against medical advice and was probably killed three weeks later.

Mr Bayliss said witnesses spoke of how Mr Vincent would tell of being beaten up and how 'they couldn't let him go because he knew too much.'

When Mr Vincent stole the money from the gang he was given 'a bit of a kicking' and was tied up in the house, it was alleged.

Another witness said Lee Griffiths was becoming 'paranoid' about heroin going missing from the house and suspected Mr Vincent had been stealing it.

The court heard that as early as January Mr Vincent was seen with a black eye and Thomas Griffiths was bragging he had shot him.

A few days before Mr Vincent was killed Thomas Griffiths was seen to punch him in the face in the house and Luke Griffiths kicked him in the side while his father held a knife to Mr Vincent's throat.

The victim was later seen in pain and by February 26 was described as having a 'shocking' appearance by a witness at a supermarket.

He was walking with a limp and had cuts all over his face.

'His facial expression according to a security guard was one of terror,' said Mr Bayliss.

The hearing, which is expected to last at least six weeks, continues.

“IT’S prison or death out there. I’ve seen people get stabbed and my friend was shot dead last year... I was lucky it didn’t happen to me.”

These are the chilling words of a 19-year-old Birmingham gang member who once roamed the streets of Lozells, selling drugs and fighting with rivals over territory.

He has since left that dark and dangerous life behind him and is on course to become a PE teacher.

Now he has helped make an award-winning film aimed at warning the next generation of the dangers of gangs.

It is being shown in schools across Birmingham to children the same age he was when he became involved.

Today, the teenager lifts the lid on the closed world of gang culture in our second city.

But even now he cannot be named for fear of retribution from the people he once saw as ‘family’.

“It started when we were at high school,” he told the Sunday Mercury.

“I was part of a group of friends who came together and decided no-one would trouble us if we had any problems. There were probably about 20 of us in Lozells and Aston.

“Back then, it felt more like a family than a gang.

‘‘You do everything with your gang.

“If you go to the city centre or something like the bonfire at Pype Hayes, you wouldn’t go on your own, you’d go with 20 or 30 people so you were safe.

“If we saw other gangs there would be a fight. And that could escalate really easily.

“Luckily, I was never a person to get stabbed but I’ve seen things like that and it’s not nice.

‘‘My friend was also shot and killed last year. He was just in a car; it was a long-term rivalry; they pulled up next to him and shot him.

“In the back of your mind you know you don’t want to be in that environment, but you’re probably safer with your friends than without them.

“If you get caught slipping by going somewhere and another gang sees you, you’re liable, They don’t care whether you’re still in the gang or not.”

Criminal

Yet what started out as friends sticking up for each other quickly changed into criminal behaviour as the teen’s gang began selling drugs to make money.

The wannabe teacher, who was once cautioned for possession of cannabis, added: “The aim was just to survive and to make money to live life.

“Everyone was selling it for someone else and just trying to make a bit for themselves.

“We would sell whatever drugs the buyer wanted really, if people want something you’ll end up trying to sell it.”

And he claimed his young gang members were led further astray by older kids who thrive on street violence.

“Peer pressure plays a big part,” he added.

“There were older figures but we never saw them as leaders. We saw them as older brothers. That’s the influence they had on us.

“There was loads of people our age with nothing to do. We were all young and easily influenced by the older generation.

“They used to say it was ‘robbery season’ where everything you want, you get. If you want a phone, you go and rob a phone.

‘‘It was callous and evil.”

And as the gang got older, the trouble they got into became more serious.

“I think half of our gang ended up in jail,” added the 19-year-old.

“That’s for everything from drugs to violence to robbery.

Police wrest control of Rio's largest slum

We don't have any information on arrests or weapons seized," Alberto Pinheiro Neto, chief of the military police, told a news conference. "The communities have been our control since (1900 AEDT) and we are withdrawing our armour and, in 45 minutes, we will reopen the streets," which had been closed since 0400 GMT ahead of the operation. Backed by navy armour and commandos and with two helicopters flying low overhead, hundreds of special forces police and 200 navy commandos punched their way into Rocinha and Vidigal at dawn. I want my sons to stay away from trafficking," said 51-year-old Carlos Alberto, who was one of the few Rocinha residents willing to speak to the press. The party was held at The Venue on Narregan Avenue and included live music, information booths and speeches dealing with the raids conducted in October by federal Drug Enforcement Administration agents that have left many medical marijuana providers reeling. "The raids are definitely a topic of conversation," said Lori Duckworth, the executive director of the Southern Oregon chapter of the National Organization for Reform of Marijuana Laws, or SONORML. Duckworth said eight raids were conducted this season. DEA agents descended on gardens on Table Rock Road, East Gregory Road, Tolo Road and Old Stage Road — pulling hundreds of plants and loading them into dump trucks for disposal.

Well, the US Border Patrol might get the help of “Angry Birds” – which is basically a drone that has been specially developed to take down drug-running ultralight airplanes that are utilized by gangs in order to smuggle illegal substances at the south of US from Mexico.

The drone will fire a net which entangles the propeller of the ultralight airplane, which in return stops the engine. As for another drone, that is slightly more violent in nature – it will perform a kamikaze crash straight into the ultralight in order to break its propeller. I think the kamikaze version has far more anger issues, and it would require less accuracy than firing a net at a propeller – what do you think? One thing’s for sure – there will not be any green pigs aboard the airborne drug mules…

A self-described drug smuggler who walked away unscathed from two high-profile drug busts in B.C. has landed himself in hot water south of the border.

John Philip Stirling, 60, is in a Florida jail after U.S. authorities allegedly seized 400 kilograms of cocaine from his vessel on Oct. 18.

According to U.S. court documents, Stirling, in an unprompted outburst while being transported to a detention centre, said there was nothing wrong with cocaine trafficking and that the U.S. should mind its own business.

“He further remarked that if Canada didn’t have such high taxes, they could get legitimate jobs,” said the affidavit.

Stirling’s defiant comments did not come as a surprise to retired RCMP Sgt. Pat Convey, who spent years chasing the man.

“That sounds like our man, Mr. Stirling,” said Convey, reached at his Vancouver Island home.

Stirling was a “big, flamboyant, boisterous guy who enjoyed taking chances,” said Convey. “That’s what he was about. He was a drug trafficker. I think he’s been that all his life.”

Stirling — who had admitted to The Province in 2002 that he started smuggling dope when he was 16 — was skippering the Atlantis V when it was spotted on a routine patrol by the U.S. Coast Guard about 400 kilometres north of Colombia on Oct. 17.

When inspectors boarded the ship, they allegedly found 358 packages of drugs — mostly cocaine, but also some heroin and methamphetamines.

Stirling and his crew — fellow Canadians Thomas Arthur Henderson and Randy Wilfred Theriault, Colombian Jose Manuel Calvo Herrera and Italian Luigi Barbaro — were arrested and charged.

According to Barbaro’s statement, the ship departed from Santa Marta, Colombia, and was headed to Australia.

Stirling, who was sentenced to five years in jail in the 1980s on cocaine-related charges, had been arrested twice before in similar circumstances.

In a highly publicized case, Stirling was caught by U.S. authorities off Washington’s Cape Alava in 2001 with 2½ tonnes of cocaine, worth more than $250 million, aboard the Western Wind.

He was turned over to the Canadians. Later, he claimed he was an RCMP informant and that he was transporting the cocaine for the Hells Angels. No charges were laid.

Stirling was again arrested in 2006 after authorities found 155 bales of marijuana aboard a vessel near Vancouver Island. The charges were stayed.

Convey believes Stirling might finally get the reckoning he has eluded in Canada.

“The Americans play a different game from us, and quite frankly, our system leaves a hell of a lot to be desired,” he said.

“If they proceed with the case and they got him with the many hundred kilos [of cocaine], he’s going in for a long time.”

But this may soon be irrelevant for the Italian leader, who will return to Rome later Friday to face what looks increasingly like a deadly rebellion by his own supporters. With financial markets in turmoil over the situation in Greece and Italy viewed as the next domino to fall in the euro zone crisis, calls are mounting for a new government to carry through reforms convincing enough to regain international confidence. Berlusconi has consistently rejected calls to resign and says the only alternative to him is an early election next spring, rather than the technocrat or national unity government urged by many politicians and commentators. Yields on 10-year Italian bonds reached 6.36 percent by early afternoon, creeping closer to 7 percent, a level which could trigger a so-called "buyers' strike" where investors take fright and refuse to buy the paper. Two deputies from Berlusconi's PDL party this week defected to the centrist UDC, taking his support in the 630-seat lower house of parliament to 314 compared with the 316 he needed to win a confidence vote last month. But at least seven other former loyalists have called for a new government and could vote against the 75-year-old media magnate. The recent arrests of three alleged drug gang leaders from Mexico and the shooting of a sheriff's deputy in South Texas are raising fears among some Lone Star State officials that the brutal drug wars plaguing Mexico are taking hold north of the Rio Grande. On Sunday, Deputy Hugo Rodriguez of Hidalgo County in the southern tip of Texas was shot several times when he pulled over a vehicle containing a person kidnapped by members of Mexico's Gulf Cartel, County Sheriff Lupe Trevino said. Rodriguez's bulletproof vest saved his life, Trevino said. "I have always said we have never reported spillover violence, but I have to say that this particular incident is our first example," Trevino said. Trevino said cartel leaders told members to enter the United States to search for marijuana stolen from the cartel. The Mexican gang used members of a Texas-based street gang, mostly illegal immigrants, to seek out the drugs, Trevino said. And three alleged high-ranking leaders of the Gulf Cartel have been arrested in Texas in the past two weeks after seeking refuge in the United States in the aftermath of internal gang warfare, according to federal court documents released this week. "Amazingly, these individuals are using Texas as a safe haven to protect themselves from the very violence that they have created," U.S. Senator John Cornyn, a Republican from Texas, told reporters this week. The internal warfare was sparked by the September murder in Mexico of Samuel Flores Borrego, a top Gulf Cartel leader, according to the court documents. His death has led to a power struggle between two factions of the Gulf Cartel. DRUG ARREST Rafael Cardenas Vela, 38, the nephew of a co-founder of the Gulf Cartel, was arrested October 21 in Port Isabel, Texas, according to U.S. Immigration and Customs Enforcement. He is charged with conspiracy to possess and distribute drugs and using a fraudulent passport. Two other Gulf Cartel members, Eudoxio Ramos Garcia and Jose Luis Zuniga Hernandez, have been arrested in Texas in the past week, according to ICE. All three arrests are related to the split in the Gulf Cartel, said Scott Stewart, vice president of tactical intelligence for the Austin-based private intelligence firm STRATFOR. "The friction between two parts of the Gulf Cartel has been brewing for the past couple of months, and now it appears it is breaking out into all out war," Stewart told Reuters on Thursday. "It is quite possible that the information that led to Cardenas' arrest was actually leaked to U.S. authorities by his rivals in the cartel." Texas Attorney General Greg Abbott on Wednesday wrote in a letter to President Barack Obama that the three arrests and the shooting of the deputy show that the administration is failing to secure the border. "I implore you to aggressively confront this escalating threat," Abbott wrote. A call to the White House press office was not immediately returned on Thursday. Monica Weisberg-Stewart, a McAllen business owner and the chairwoman of the security committee of the Texas Border Coalition, said incidents like the ones from the past two weeks aren't new in South Texas. "There is still less crime down here on the border than there is in most parts of the country," said Weisberg-Stewart, whose coalition includes elected officials and business owners. "What we need is to work on establishing a true sense of security, and not take reactive steps, which will give us a false sense of security."

A man who fled to Spain after being charged in connection with a terrifying robbery has been jailed for 10 years. Stephen Devalda provided a motorbike used by two robbers to get to and from the scene of a cash-in-transit raid. The robbers, who were carrying an imitation firearm and a machete, attacked a security guard collecting money from an Asda supermarket. Devalda, of Stanton Avenue, Salford, was arrested and charged in 2007 but he went on to skip bail and fled to Spain. A joint operation between the Serious and Organised Crime Agency and Spanish police was launched – and they tracked him down in Malaga in March. CCTV of the robbery Devalda, 28, who pleaded guilty to a charge of conspiracy to rob and a bail offence, has now been handed a sentence of 10 years and three months behind bars. Detective Inspector Simon Cheyte said: “This was a pre-planned and violent attack which has left the security guard so traumatised and distressed that he has not been able to return to his normal work duties. “This investigation was carried out by a small team over a protracted period of time. They showed dedication and determination to bring this offender to justice and their resolve to succeed has lead to the conviction of a member of an organised and dangerous criminal gang from the Salford area of Manchester. “Thankfully these types of offences are extremely rare but we take them very seriously and are committed to carrying out full and thorough investigations to identify those responsible. “This should demonstrate the lengths Lancashire Constabulary will go to in order to arrest people and bring them justice. I am pleased with the sentence and hope it sends a clear message that this type of offence will not be tolerated.” The court heard how the armed robbery was carried out at Asda, in Colne, in May 2005. Two men in crash helmets arrived on a motorbike. The security guard was attacked with a machete after being knocked to the ground. The victim had a handgun pushed into his neck and a demand was made for money. He was then hit over the helmet with such force that he fell to the floor. One of the robbers shouted 'kill him' to his accomplice. He was ordered to tell a colleague to pass money out. The terrified guard curled up in a ball as the machete was used to rain blows to his head and upper arms. The court heard how the ordeal left him with both physical and psychological injuries. He had three lacerations to the upper arms and £25,000 in cash was stolen. The robbers made off on the motorbike and later switched to a getaway vehicle. Devalda pleaded guilty on the basis that he had been recruited by someone else. His role had been limited to providing the motorbike. A second man, Andrew Moran, 25, from Salford, was also charged with conspiracy to rob in connection with the raid. He appeared at Burnley Crown Court in March 2009 after a six week trial and was remanded into custody by the judge pending the result of the jury’s deliberations. Moran then assaulted a Group 4 security member, vaulted over the dock and ran from the court building. The jury later returned a guilty verdict and he was convicted in his absence of conspiracy to rob, for which he is to be yet sentenced. Moran is still missing and this week was named one of Britain’s most wanted criminals as part of a national Crimestoppers appeal. Det Insp Cheyte said: “We are determined to get Moran back before the courts to serve the time for his crime and I would urge anyone with any information as to his whereabouts to come forward and contact the police.” Moran is described as being around 5ft 8in, of stocky build with cropped fair hair. COLOMBIAN lingerie model dubbed "Narco Queen" was handed six years in jail yesterday after trying to ship cocaine to Europe in her suitcases. Stunning Angie Sanclemente Valencia, 31, had denied helping her boyfriend recruit other beautiful young women to work for her international drug smuggling ring. The former beauty queen tried to take drugs from Argentina to Europe in late 2009 via Mexico. She was arrested in Buenos Aires, Argentina, in May 2010 after months on the run from police. Her attorney German Delgado said he would appeal the conviction. He insisted there was no proof, declaring that Sanclemente should be acquitted as she had no criminal record. Nicolas Gualco, her boyfriend, was also sentenced to six years and eight months for his role in the same plot. Sanclemente claimed during the trial in Argentina that she travelled to the country to marry Gualco and was not involved in the drug trade. She told the court: "I did not come here to commit crimes, I am not a narco-trafficker." She said all she had done for her boyfriend was "make a few calls", adding: "God knows I did it for love." Another man, Venezuelan Gustavo Paez Arneses, was sentenced to six years and two months for his role in the smuggling attempt.

A GANG of drug dealers planned to flood Britain with £4 billion of cocaine - arranging the plot from a phone box.

The Liverpool and London-based gangsters were planning to smuggle 40 tonnes of cocaine from South America by sea, hidden inside tins of fish and wooden pallets.

Liverpool Crown Court heard that the drug would be bought at a "wholesale price" and then sold to other dealers who would dilute it and sell it on.

If all the cocaine had made it to the streets of the UK and it was cut before being sold, the court heard it could have been worth around £4 billion.

The head of the Liverpool operation used a phone box in Old Hall Street, in Liverpool city centre, to arrange the deal with his London counterpart.

But the gang were being watched by undercover officers from the Serious and Organised Crime Agency (Soca).

The group was led by Mehmet Sirin Baybasin, 48, of Fairfield Crescent, Edgware, north-west London, who was jailed for 30 years at a hearing last week after he was found guilty of conspiracy to import cocaine.

The court heard that Baybasin was one of a total of 24 defendants brought to justice as part of the Soca investigation and that he was "at the top of the pyramid".

Judge David Aubrey QC said the offences had "at their core the evil and pernicious trade of drug dealing" and were indicative of the gang's "desire for the good life".

He said he was satisfied that the amounts they were talking about were not "pie in the sky" and that the wholesale value of 1,102lb (500kg) of uncut cocaine alone was worth a potential £17 million

Members of the Gang Task Force were used to boost security at the Vancouver Law Courts Thursday as four separate gang cases went ahead with rivals appearing on different floors. Eight members of the uniformed GTF arrived for a bail revocation hearing for accused drug trafficker Sukhveer Dhak. One floor below, a cocaine conspiracy trial continued for Dhak rival Jarrod Bacon. Supt. Doug Kiloh, of the Combined Forces Special Enforcement Unit, said the GTF officers were on hand because "there is clearly unresolved conflict between gangs." "Do we have concern when we bring them together? Yes, and clearly that poses a public safety risk," Kiloh said. "Even at the Bacon trial, there is going to be conflict internally there." Kiloh said that when any case like that of Bacon and coaccused Wayne Scott has wiretaps being played, things can be tense because of what one party says about the other. Earlier this week, a tape was played in court of Scott saying Bacon's parents were aware of his criminal enterprise, and profited from it. "There are a number of security precautions we are taking," Kiloh said of the Bacon-Scott case. Not only were Dhak and Bacon in separate courtrooms Thursday, but the Greeks gang murder case continued in high-security Courtroom 20 a few floors below. And another case, involving men linked to the United Nations gang, was in pre-trial hearings next door to Dhak. Kiloh said CFSEU has several other big cases and that more charges are expected to be laid in coming weeks. "We know we have been pushing Crown hard. We know they have their hands full," he said. "We hope to have more charges in the coming weeks and months in high-profile cases involving gangs and organized crime." And Kiloh said law enforcement will continue to move forward with major gang prosecutions because "it reduces the threat of public safety issues." Just last month, GTF head officer Supt. Tom McCluskie issued an extraordinary public warning that anyone associating with Dhak or those in the affiliated Duhre group could be at risk because of escalating gang tensions. The Dhaks, Duhres and some members of the UN gang are aligned against an opposing group consisting of some Hells Angels, Red Scorpions and the Independent Soldiers. On Sept. 16, Dhak associate Jujhar Singh Khun-Khun was shot several times in a targeted Surrey shooting that police say may have been in retaliation for the Aug. 14 attack in Kelowna that left Red Scorpion Jonathan Bacon dead and Hells Angel Larry Amero and Independent Soldier James Riach wounded. Dhak was originally charged in October 2008 with production of a controlled substance, possession for the purpose of trafficking and conspiracy to commit indictable offence. He is due to go to trial in that case next April. But he was arrested Sept. 18 for allegedly driving while prohibited related to an incident on July 30, 2011. He is also before the courts on another breach allegation related to a Kelowna incident in March 2011 and was charged in December 2010 with one count of counselling to commit the indictable offence of aggravated assault. Justice Brenda Brown reserved her decision on Dhak's bail until next Wednesday. Dhak, dressed in red prison garb, whispered through Plexiglas to his girlfriend at the morning break Thursday. Police sat in the front row, several seats away from Dhak's mother, sister and girlfriend. Details of submissions and arguments at the two-hour hearing are covered by a publication ban. Kiloh said top police officers from around the Lower Mainland met Thursday to discuss the level of gang tensions. He said the situation is very fluid, with unresolved conflicts between some, and others making new associations that police are trying to assess.

Canada’s top organized crime groups are recruiting workers at Pearson and other major airports to help them smuggle drugs and contraband into the country, says the former head of a national security committee.

Agents of notorious crime groups, including the Hells Angels and Vietnamese gangs, are flexing their muscles to get a bigger share of the lucrative drug-smuggling operation run by corrupt workers at Pearson, police and security officials said.

“Organized crime activity has gotten worst at Pearson,” said Sen. Colin Kenny, former head of a Standing Senate Committee on National Security and Defence. “They are actively recruiting people to work for them.”

The RCMP in a 2008 study identified 60 gangs that have infiltrated airports in Toronto, Montreal and Vancouver. Police said agents of the gangs work at “corrupting existing employees or by placing criminal associates or even spouses or relatives into the airport work force.”

A RCMP witness “said categorically that gangs such as Hells Angels have infiltrated Pearson,” the committee said in a report on Canadian airports.

“If the Hells Angels can get their people in place at airports, what’s to stop Al Fatah?,” Kenny asked. “Any holes that criminals open in security perimeters make them more vulnerable to all who wish to circumvent them.”

The committee toured Pearson following the 9/11 terrorist attacks to study safety procedures and found gaping holes in security.

“The security gaps may be wide open at Pearson,” Kenny said. “There is a lot of money to be made and crime groups are getting their own people hired to work there.”

RCMP Const. Michelle Paradis said police and other agencies at Pearson are working to identify workers who are breaking the law.

“We have been working diligently to identify smuggling groups and target them,” Paradis said on Thursday. “These investigations take a lot of manpower and resources.”

The Mounties have smashed several drug rings involving ramp handlers, airline groomers and catering staff who were removing drugs from aircraft and smuggling the bags out of the facility in their vehicles unchecked.

Five ramp handlers and a Jamaican police officer were among nine people arrested in Dec. 2010 by the RCMP after they squashed a ring allegedly smuggling kilos of cocaine and marijuana into Canada.

Police accuse the Jamaica Constabulary Force officer of planting drugs on aircraft that were allegedly removed here by handlers and smuggled from the airport.

Kenny said one way to curb the flow of illegal drugs is to examine all staff and their vehicles arriving and leaving the airport.

“They can check all travellers why can’t they check employees entering and leaving,” he said. “Their vehicles also have to be checked as well.”

Kenny said drugs are still flowing freely through the use of inter-Canada air courier service that promise 24-hour delivery to customers as reported in the Toronto Sun on Monday.

“Very little if anything is being done to examine domestic courier packages,” he said. “They are all virtually unchecked.”

Kenny said a third party, such as the Canadian Air Transport Security Authority, which is responsible for passenger and baggage security, should screen packages.

There are about 90,000 people working at Canadian airports and police estimate about 1,000 of them are intent on “infiltrating the airports to facilitate criminal activity.”

Mexican President Felipe Calderon has said politicians in the main opposition party may consider deals with criminals, opening an inflammatory new front in the nation's presidential election campaign. Calderon's blunt remarks about the centrist Institutional Revolutionary Party (PRI), which is favored to win the July 1, 2012 election, are unusual in a country where the president is expected to stay largely aloof from party politics. Centering on the policy that has dominated his presidency -- an aggressive army-led crackdown on drug cartels -- his comments risk polarizing opinion on how to restore stability to Mexico, where the drug war has killed 44,000 in five years. Leading members of Calderon's conservative National Action Party (PAN), other PRI opponents and political analysts have accused the once-dominant party of making secret deals with drug cartels in the past to keep the peace in Mexico. In a weekend New York Times interview published a day after he said a state governed by the PRI had been left in the hands of a drug gang, Calderon was asked whether the opposition party might pursue a corrupt relationship with organized crime. "There are many in the PRI who think the deals of the past would work now. I don't see what deal could be done, but that is the mentality many of them have," said Calderon, whom the law prevents from seeking a second six-year term. Calderon's office later issued a statement saying the newspaper had expressly noted when posing the question that the PRI had a reputation for making deals with organized crime. His office underlined that the president recognized many in the PRI did not favor this approach and supported his policy. Analysts say Calderon is bitterly opposed to the PRI, which dominated Mexico for seven decades until PAN won the presidency in 2000 under its candidate Vicente Fox. The National Drug Intelligence Center, a branch of the U.S. Department of Justice, recently released a document entitled the "National Drug Threat Assessment 2011." You can read the document online here. The document paints a gloomy picture for both the U.S. and Mexico. The Assessment's Executive Summary begins: "The illicit trafficking and abuse of drugs present a challenging, dynamic threat to the United States. Overall demand is rising, largely supplied by illicit drugs smuggled to U.S. markets by major transnational criminal organizations (TCOs). Changing conditions continue to alter patterns in drug production, trafficking, and abuse. Traffickers are responding to government counterdrug efforts by modifying their interrelationships, altering drug production levels, and adjusting their trafficking routes and methods. Major Mexican-based TCOs continue to solidify their dominance over the wholesale illicit drug trade as they control the movement of most of the foreign-produced drug supply across the U.S. Southwest Border. "The estimated economic cost of illicit drug use to society for 2007 was more than $193 billion...." One of the contributing factors is the high demand for drugs in the United States. This high demand finances the drug cartels, allowing them to spend more and expand their operations. According to the 2011 Assessment, that demand is growing. The document reports that "The abuse of several major illicit drugs, including heroin, marijuana, and methamphetamine, appears to be increasing, especially among the young." Elsewhere it says that "Overall drug availability is increasing." One exception to this tendency is cocaine - its availability and use are down. The document states that "The Southwest Border remains the primary gateway for moving illicit drugs into the United States. Most illicit drugs available in the United States are smuggled overland across the Southwest Border...." The Southwest Border is comprised of the southern borders of California, Arizona, New Mexico and Texas with Mexico. Then there is the tunneling: "Despite enhanced detection efforts and better countermeasures, Mexican drug traffickers will continue to build tunnels under the Southwest Border." In the U.S., Mexican cartels have cornered the market. The 2011 Assessment states that "Mexican-based TCOs [transnational crime organizations] dominate the supply, trafficking, and wholesale distribution of most illicit drugs in the United States." Elsewhere, it predicts that "Major Mexican-based TCOs and their associates are solidifying their dominance of the U.S. wholesale drug trade and will maintain their reign for the foreseeable future." The Mexican cartels are active in many urban areas. The Assessment calculates that "Mexican-based TCOs were operating in more than a thousand U.S. cities during 2009 and 2010...." And, "Mexican-based trafficking organizations control access to the U.S.-Mexico border, the primary gateway for moving the bulk of illicit drugs into the United States. The organizations control, simultaneously use, or are competing for control of various smuggling corridors that they use to regulate drug flow across the border. The value they attach to controlling border access is demonstrated by the ferocity with which several rival TCOs are fighting over control of key corridors, or ‘plazas.'" The document says that seven major Mexican drug cartels are supplying the United States, but that "... the Sinaloa Cartel is preeminent - its members traffic all major illicit drugs of abuse, and its extensive distribution network supplies drugs to all regions of the United States." U.S.-based gangs are involved in the distribution north of the border: "The threat posed by gang involvement in drug trafficking is increasing, particularly in the Southwest Region. With gangs already the dominant retail drug suppliers in major and midsized cities, some gang members are solidifying their ties to Mexican TCOs to bolster their involvement in wholesale smuggling, internal distribution, and control of the retail trade." The Assessment reports that "Criminal gangs - that is street, prison, and outlaw motorcycle gangs - remain in control of most of the retail distribution of drugs throughout much of the United States, particularly in major and midsize cities." The document predicts that "Collaboration between U.S. gangs and Mexican-based TCOs will continue to increase, facilitating wholesale drug trafficking into and within the United States. Most collaboration occurs in cities along the U.S.-Mexico border, although some occurs in other regions of the country. Some U.S.-based gangs in the Southwest Border region also operate in Mexico, facilitating the smuggling of illicit drugs across the border." The 2011 Assessment paints a gloomy picture of the drug trafficking situation, drug cartels, and the safety and security of both the U.S. and Mexico.

Manchester men held in Peru over drug smuggling

Two men from Greater Manchester have been arrested in Peru on suspicion of drug smuggling. Dexter Elliott and Kevin Fowler, from Middleton, were detained at Jorge Chavez Airport in Lima on 2 October. West Yorkshire Police said they were arrested by the Peruvian authorities as part of an ongoing investigation into the supply of controlled drugs. The men, who are both aged 24, remain in custody, the Foreign and Commonwealth Office said. A spokeswoman added: "We are in touch with their families and are providing consular assistance."

Medical marijuana could get a little closer to sprouting in the Garden State, as one licensed dispensary heads to the zoning board in the town of Maple Shade, NJ. Authorities in March licensed six non-profit alternative treatment centers across the state, but they’ve largely been in a holding pattern ever since. On Wednesday, Compassionate Sciences Inc. will be the first center to seek local approval. The firm wants to convert an old furniture store into a 5,000 square foot center, with consulting rooms for patients to discuss the controlled substance, a lab to conduct research and, as spokesman Andrei Bogolubov describes it, a very secure vault for the marijuana. “There's a lot of controls, a lot of safeguards, and the state's going to do a site visit to make sure those systems are in place before they issue the permit and let us open the doors,” he said. Even if it gets a local go-ahead, Compassionate Sciences and the other approved dispensaries are still waiting for New Jersey to issue final regulations. Each center will grow and harvest its own crop of marijuana and Bogolubov estimates it will take about nine weeks to generate enough to supply customers. About 30,000 of them are expected state-wide. Governor Chris Christie, a former federal prosecutor, has said he would not have signed the bill into law. He wants to make sure the drug only gets to people who need it for pain relief from illnesses such as cancer and multiple-sclerosis. He said he is determined to avoid “abuses” that he said have plagued medical marijuana programs in Colorado and California.

The Netherlands is embarking on a crusade against its multi-billion-euro marijuana industry, with significant implications both for its economy and its famously liberal approach to life. Along with tighter control of legalized prostitution and a swing to the right in attitudes toward immigration and Islam in recent years, the clampdown is seen as further evidence of an erosion of tolerance in a country known for its liberal social policies. The push to clamp down on soft drugs has come mainly from the Christian Democrats, the junior partner in the minority government and one of the larger parties in a fragmented political landscape. "There's clearly a shift in the moral debate. It's all about the culture of control," said Dirk Korf, professor of criminology at the University of Amsterdam. Instantly recognizable from the sickly sweet, burned-leaf smell that wafts out onto the street, the Netherlands' world-renowned "coffee shops" are almost as common as supermarkets in big cities such as Amsterdam and Rotterdam and in certain border towns. Like trained sommeliers, the staff or "bud tenders" are experts on the flavors and after-effects of whatever is on the menu -- white widow, vanilla kush, or hazers like amnesia "known for its extreme, almost paranoid psychedelic high, with an unforgettable strong fruity taste and smell." Counter staff do a brisk trade in plastic sachets of loose grass, ready-rolled joints and chunks of hashish for those who want take-away. The Netherlands tolerates the sale of up to 5 grams per person per day of marijuana and hashish in the controlled environment of the coffee shops. It also tolerates the home cultivation of marijuana plants, within a limit of five plants per person, but any cultivation larger than that is illegal. Strong demand has spawned secret cannabis plantations that provide a so-called back-door supply to the coffee shops and are a headache for Dutch authorities who have to find and raid them. DRUGS TOURISTS On a typical Saturday evening, the coffee shops in central Amsterdam are packed with smokers. The clientele is middle class, the voices mostly foreign -- Italian, Spanish, French, German, English. Concerned about this influx of soft-drugs tourists, not to mention what it sees as the associated crime, nuisance and health risks, the Christian Democrat Party wants to see the country's 700 or so coffee shops shut down, but for the moment is settling for introducing restrictions on their activities. A measure expected to be passed in parliament by the end of this year will have coffee shops operate as members-only clubs, meaning that only local residents will be eligible to register for "weed passes," effectively barring foreigners from buying soft drugs. Already, some cities have introduced tighter restrictions, limiting the coffee shops' proximity to schools or relocating them to the outskirts. On October 1, coffee shops in the southeastern city of Maastricht banned all foreigners except for neighboring Germans and Belgians, as a first step toward introduction of weed passes. Crime expert Korf says there is little justification for the clampdown, with scant evidence that the Dutch public supports the change. "No serious polls have been conducted, we don't know if opinions about coffee shops have even changed," said Korf. "Before coffee shops we had street dealing, they were selling marijuana in the street and ripping off tourists. The whole drug problem is nothing compared to (what we had in) the 1980s, 1990s -- we don't have a heroin problem." The Trimbos Institute, which studies addiction and mental health, said 5 percent of Netherlands citizens smoked weed or hashish in the past year, against an EU average of 7 percent. GLOBAL CONFUSION Policymakers around the world are seeking fresh ideas on how to combat drug abuse, opening up a debate on policies on soft drugs. In June, a high-profile group of global leaders declared the "war on drugs" a failure and urged governments to consider decriminalizing drugs in order to cut consumption and weaken the power of organized crime. The Global Commission on Drug Policy -- which includes former Brazilian President Fernando Henrique Cardoso, former U.N. Secretary-General Kofi Annan, former U.S. Federal Reserve Chairman Paul Volcker and British billionaire Richard Branson -- said a decades-long strategy of outlawing drugs and jailing users while battling drug cartels had not worked. It recommended that governments experiment with the legal regulation of drugs, especially cannabis, citing the successes in countries such as the Netherlands, Portugal and Switzerland, where drug consumption had been reduced. Portugal, for instance, has gone much further than the Netherlands by decriminalizing all drugs, replacing jail time with counseling and treatment. The Christian Democrats disagree and say the Dutch policy has had a negative effect on public health and crime. "In other countries there is no tolerance. The Dutch coffee shops attract a lot of foreign drug tourists, especially in the border region, causing much nuisance," according to a statement published on the Christian Democrat Party website. The centrist party has cast doubt on the rationale for allowing coffee shops, which was to separate the soft and hard drugs markets, and said that people who smoke cannabis often turned to other drugs. It also argues the active substance in cannabis is much stronger than twenty years ago, putting it on a par with harder drugs -- a reflection of years of cultivation of new varieties by growers. A Dutch commission earlier this year found that hashish and marijuana on sale in the Netherlands contain about 18 percent of THC, the main psychoactive substance, and said a level above 15 percent put the drugs on a par with heroin or cocaine. Maxime Verhagen, a Christian Democrat who is deputy prime minister, said on October 7 the government would ban the sale of cannabis whose concentration of THC exceeds 15 percent. The Christian Democrats also want tougher regulations on the so-called cannabis plantations. In addition to illegally supplying the coffee shops, "much of the illegally cultivated cannabis in the Netherlands is exported abroad. There is an extensive network illegally created in the grip of organized crime," the party said in its statement. Dutch authorities already devote considerable resources to tracking down these large-scale plantations. The police work with the local electricity company to detect unusual consumption patterns, for example round-the-clock usage in sheds and attics, and have used tiny sniffer-helicopters which can detect the smell of pot plants wafting from ventilation shafts and chimneys, according to media reports. Rotterdam city council recently distributed "scratch and sniff cards" to households, hoping that concerned citizens would tip off the police if they recognized the smell of illegal cannabis plantations in the neighborhood. PUSHBACK AT HOME There is plenty of opposition to the crackdown. Dutch smokers do not welcome the idea of having to register for weed passes. "Many of my customers are locals, artists, writers, doctors, lawyers, professionals. They don't want their name on a register -- they don't know who could see it or use it. So they may go to other sources on the street," said Paula Baten, manager of the Siberie coffee shop in central Amsterdam. "This government is more Christian, more right-wing. They don't want drugs but they forget about the effects of alcohol." Already, there's talk of how foreigners can circumvent the new rules, for example by asking Dutch citizens to buy soft drugs on their behalf to take away, and concern that dealing in soft drugs will go onto the street. Some politicians oppose the proposals. Eberhard van der Laan, the mayor of Amsterdam, says restricting the activities of coffee shops would lead to greater health risks, nuisance and drug dealing on the streets. As mayor, he could simply choose not to enforce the weed pass regulations. "At the moment the mayor is in conference with the minister to convince him that the measures regarding coffee shops will be counterproductive for Amsterdam," the mayor's office said in a statement to Reuters. Others cite the likely economic impact. The Netherlands, like other European countries, has had to introduce austerity measures and cut spending in the wake of the credit crisis, when it pumped 40 billion euros into rescuing financial institutions. Tax revenue from the coffee shops is estimated at about 400 million euros a year. Studies by the finance ministry and academics estimated that if the Netherlands legalized the "back-door" supply, bringing it "above board," it could collect as much as an additional 400-850 million euros a year, including savings on the cost of law enforcement. Then there's the tourist revenue. In Maastricht, which gets a lot of day tourists because it is so close to the German and Belgian borders, a study commissioned by an association of coffee shop owners calculated that visitors to the city's coffee shops spent about 119 million euros a year, mostly on shopping and eating out. A study by Professor Korf of the University of Amsterdam found that tourists who visited coffee shops in central Amsterdam had similar spending habits to other tourists, and were just as likely to spend 200 euros or more on a hotel room, or splash out at smart restaurants or nightclubs. The Bulldog and Barney's -- the big names in the industry -- run coffee shop chains, and many coffee shop owners also make money from lodgings and related businesses. Hundreds of tourists attend the annual cannabis cup award for the best new strains, and the local edition of Time Out runs monthly weed reviews. Jackie Woerlee, who runs customized cannabis tours, said that among her recent tour guests were members of one of the Middle East royal families who rented a luxury apartment for several weeks and spent several thousand euros shopping at luxury stores. "Customers might easily spend 100 euros in a coffee shop, but it's not just that, it's the hotels, the eating out, renting apartments," Woerlee said. "These people spend."

Rock Hill man was arrested and accused of threatening a couple by telling them he would have Hells Angels motorcycle gang burn down their home, police say. Gerald Anthony Rodgers, 52, has been charged with assault and battery. Rodgers had driven by the couple's Rock Hill home Monday night and revved his motorcycle, startling the couple's dog, according to a York County Sheriff's Office report. The man and Rodgers began arguing about the noise. Then, Rodgers told the man he had placed his family in danger and that he and the Hells Angels would burn down the home. Rodgers told deputies threats had been made both ways, the report states. He claimed the man had threatened him with a knife. Rodgers was then arrested and taken to York County Detention Center.

Triple-murder case involving local Hells Angel goes to grand jury

The triple murder case involving a local Hells Angels member and two others is before a grand jury and a second case involving the same biker is heading there as well. According to a source close to the case, the grand jury is in session and interviewing witnesses in the Aug. 28 murder of three Pittsfield men. Adam Lee Hall, 34, of Peru; Caius Veiovis, 31, of Pittsfield; and David Chalue, 44, of North Adams and Springfield, allegedly kidnapped then murdered David Glasser in order to keep him from testifying against Hall, a member of the Berkshire County chapter of the Hells Angels, in an assault and kidnapping trial that had been set to begin Sept. 19. The two other victims, Edward Frampton -- Glasser's roommate -- and their friend, Robert Chadwell, were killed because they were at the wrong place at the wrong time, according to police. All three were allegedly abducted Aug. 28 from 254 Linden St., where Glasser and Frampton lived. A fourth defendant, David Casey, 62, of Canaan, N.Y., has been charged as an accessory to the murder for allegedly helping Hall bury the bodies with an excavator in Becket. It was unclear whether Casey was part of the current grand jury proceedings. All four defendants have pleaded not guilty. The grand jury is a secret proceeding made up of no more than 23 jurors who serve for up to three months. Unlike a criminal trial, the prosecutor questions witnesses, Advertisement while any attorney representing a witness is excluded from objecting, arguing or addressing the prosecutor or the jurors, according to the state's criminal procedure law. If at least 12 jurors find there is enough evidence, then the defendants can be indicted and the case can move on to the superior court level. He was arraigned Sept. 6 in Central Berkshire District Court on those charges. On Sept. 29, the Berkshire District Attorney's Office pulled the case from district court in order to bring it to the grand jury in hopes of prosecuting Hall on the charges in superior court. Meanwhile, the police investigation is continuing. The case is headed up by the Massachusetts State Police and the Pittsfield Police, with the assistance of the FBI and other agencies, under the direction of the district attorney. Investigators were back at Hall's compound located at 40 East Main St. in Peru on Monday and were seen digging on the property with an excavator. A large-scale police search had been conducted at the site last month. The warrants in the case were set to be unsealed this week, but at the request of authorities, they won't be revealed until the end of the month

Sûreté du Québec moves in on alleged Hells Angels drug ring

Several marijuana grow-op sites were busted and at least one restricted firearm was seized as police conducted eight early-morning raids with a Hells Angels connection Thursday in the Montéregie region east of Montreal, Sgt. Valérie Bolduc of the Sûreté du Québec said. A total of nine suspects were formally charged on Thursday afternoon with the production and possession of illegal drugs as well as firearms charges while another suspect is to be charged on Friday. Three other suspects were released either on a promise to appear or to be summoned to court later while one suspect was released without being charged. “Several SWAT teams were involved,” Bolduc said, refusing to specify the number. About 100 SQ officers, with the assistance of local police, swept into residences in Acton Vale, St. Théodore d’Acton and Durham beginning “very early” Thursday, she said. Bolduc said it was part of an SQ effort launched last spring following a series of tips received from the public, to dismantle what she described as “a well-established, long-standing drug ring .... believed to involve the Hells Angels” biker gang. One of those detained is a man in his 50s, known to police and believed to be the ringleader. The ring is believed to have distributed and sold cannabis, cocaine and methamphetamines, Bolduc added. The array of criminal charges will probably include negligent storage of firearms, she added, in addition to production of cannabis and possession of various drugs for the purposes of trafficking. “It’s too early” to be able to disclose the full number and type of weapons seized, Bolduc said
